
Comprehensive reforms aimed at fostering social protection and incentivizing medical workers will be implemented in Uzbekistan's healthcare system starting from 2026. According to a decree signed by President Shavkat Mirziyoyev, employees of state medical institutions will transition to a new work schedule, and an integrated financial incentive system will be introduced.
Among the pivotal changes, beginning April 1, 2026, a five-day work week will be introduced for all staff at state clinics and hospitals. To ensure the continuity of medical services on weekends and public holidays, a duty shift system will be established.
In addition, financial incentives will be implemented as part of a support program. Starting in 2026, staff of state medical institutions will receive a one-time bonus from the Incentive and Development Fund on the occasion of Medical Workers' Day.
This bonus will be equivalent to one month's minimum wage, amounting to 1,271,000 som. Special attention will be given to promoting innovations in medical practice.
District and city-level doctors who successfully implement new treatment methods and achieve positive outcomes may also receive a one-time bonus from the Fund. The amount of this award will be equivalent to 50 base calculation values, totaling 20.6 million som.
Additional support measures will be introduced for employees with longstanding experience in the state healthcare system. Workers with more than three years of service will be eligible for annual high-tech medical care financed from the state budget.
Medical and pharmaceutical workers with over 15 years of experience will also receive housing assistance. They will have the opportunity to receive compensation covering 25% of the initial payment for purchasing a house through a mortgage loan.
It is anticipated that 500 specialists will benefit from this privilege annually. Additionally, assistance will be provided regarding the education of children of employees in this category.
The state will cover 30% of tuition costs at universities in Uzbekistan. The maximum compensation amount will be equal to 15 base calculation values, amounting to 6.18 million som.
As part of the reforms, professional competitions will also be organized. Contests for the titles of Best Medical Institution (among family clinics, district, regional, and republican hospitals), Best Medical Worker, and Best Manager will be held.
Winning institutions will be awarded 500 million som, while the best doctors, medical workers, and managers will receive prizes of 30 million som. Uzbekistan's healthcare system historically features an institution known as "patronage nursing."
These specialists supervise a specified number of families in their region, conducting regular home visits, providing consultations, and monitoring the health of children and elderly residents. This plays a critical role in the country's primary healthcare system.
