On this significant day, we are even more deeply aware of the role and significance in our lives of the Basic Law, which is the guarantor of all our rights and freedoms, peace and stability, unity and harmony in the country, and irreversible democratic reforms.
Undoubtedly, the provisions and principles enshrined in our Constitution, which are an expression of the political and legal thinking and high will of our people, serve as an invaluable source of strength, confidence, and inspiration for all of us in building a New Uzbekistan.
Speaking about this, first of all, we see practical confirmation of the constitutional norm that the people are the sole source of state power in the activities of our national parliament with even broader powers and responsibilities, regional Kengashes, headed by chairmen elected for the first time from among the deputies of local Kengashes, and the mahalla institution, whose role and influence in public administration are constantly growing.
In particular, it should be noted that this year our new parliament adopted laws on strengthening the activities of courts and guarantees of the rights and freedoms of citizens, as well as many important decisions on strengthening the atmosphere of friendship and harmony in our country, issues of an inclusive society, youth, women, protecting the interests of low-income people, reducing poverty, and preserving national values.
Local councils are also actively working to solve pressing social problems in their regions. This is evidenced by the fact that over the past period they have discussed more than 25 thousand issues, adopted relevant decisions, and sent about 14 thousand deputy inquiries to officials.
As a continuation of our reforms aimed at transforming representative bodies into a true people's platform, a voice of the people, from January 1, 2026, we will implement appropriate measures to separate the duties of khokims and chairpersons of Kengashes in districts and cities.
In short, we will continue to adhere to such constitutional principles as popular sovereignty, representative democracy, the supremacy of the Constitution and law, and we will resolutely continue our reforms in this direction," the message says.
According to the President's message, this year the per capita income was $3,500, preschool education coverage reached 78%, higher education - 42%, and the average life expectancy increased from 73.8 years to 75.1 years.
"Significant work is being carried out to fulfill the social obligations assigned to the state by our Constitution and to build a social state in our country. In particular, more than 1 million citizens were lifted out of poverty, and the poverty level was reduced to 6.6 percent.
Our large-scale reforms on the path of sustainable economic development, ensuring a decent standard of living for the people, building a strong legal system and an open society are recognized by the world community.
For example, in 2025, Uzbekistan rose 19 positions in the Sustainable Development Goals Index, becoming the fastest-growing country in the Eastern Europe and Central Asia region. In the Global Innovation Index, Uzbekistan ranked among the top three countries in Central and South Asia. Uzbekistan's sovereign credit rating has been raised by prestigious international agencies such as S&P, Fitch, and Moody's.
The successful holding of the prestigious international conference - the UNESCO General Conference - outside Paris, that is, in Samarkand, for the first time in 40 years, is also recognized by the world community as an important event," the president's message says.
