Entrances to be cleaned mandatorily: new regulations approved

An important update has been announced for residents of multi-apartment buildings in Uzbekistan. According to the new regulations, it is now mandatory for building entrances and stairwells to be cleaned at least once a week.
It is reported that this requirement is reflected in the "Rules for the Maintenance and Use of Multi-Apartment Buildings," which was registered by the Ministry of Justice on April 29.
In accordance with the new rules, management bodies for multi-apartment buildings must maintain a general technical passport. They will also be responsible for keeping the building's load-bearing structures, video surveillance systems, and intercoms in constant working order, as well as purchasing necessary materials and equipment.
At the same time, the installation of various architectural elements, advertisements, and notices on building facades or common areas will only be permitted based on a decision made by a meeting of property owners. It is strictly required that noise levels in buildings do not exceed established sanitary standards.
Another important aspect of the rules is the special attention paid to sanitary work. Specifically, disinfection, disinsection, and deratization will be carried out in stairwells, elevators, waste collection areas, and basements when necessary. If water or sewage accumulates in a basement due to a pipe failure, the management body is required to resolve the issue within 24 hours.
Under the new regulations, elevator cabins will also be cleaned once a week, and elevator equipment will be subject to constant technical monitoring.
Furthermore, a number of prohibitions have been introduced in multi-apartment buildings. Specifically:
- It is prohibited to install equipment that poses a fire hazard on balconies and loggias;
- Storing heavy items on balconies is prohibited;
- Hanging clothes or carpets on the facade side is not allowed (with the exception of the interior side);
- Keeping pets in common areas is not permitted;
- Leaving flammable materials in stairwells is prohibited;
- Making unauthorized modifications to the heating system is prohibited.
Additionally, parking vehicles on lawns, playgrounds, sidewalks, or in front of entrance walkways is now considered a violation of the law.
