Official ban imposed on imposing restrictions on gas and electricity to save energy

A new approach to energy resource conservation has been introduced in Uzbekistan. Henceforth, the practice of saving gas and electricity by imposing restrictions on consumers or disconnecting them from the grid is prohibited.
This was stipulated in a Presidential decree adopted on April 29. The document is dedicated to "Additional measures for increasing energy efficiency, resource conservation, and rational use in 2026."
In accordance with the decree, starting July 1, 2026, all buildings constructed or renovated by ministries, agencies, state institutions, and state-owned enterprises must meet an energy efficiency rating of at least "C."
Most importantly, disconnecting consumers or imposing artificial restrictions on them to save electricity and natural gas has been banned. This is considered an important decision aimed at creating convenience for the public and entrepreneurs.
At the same time, the National Agency for Energy Efficiency has been granted a number of new powers. In particular, the possibility of making guaranteed payments for services provided by energy service companies through a special fund has been established.
Starting in 2026, programs to increase efficiency based on international standards will be implemented in state facilities where energy consumption exceeds established norms.
Furthermore, by October 1, 2026, a system utilizing modern technologies—Big Data, business analytics, and artificial intelligence—will be introduced to analyze energy consumption.
According to experts, these changes will serve to ensure the rational use of energy resources while further increasing transparency and efficiency in the sector.
