
New norms aimed at further strengthening the social protection system have been introduced in Uzbekistan. Now, in the process of developing urban planning documentation, the issue of creating appropriate conditions for persons with disabilities must be reflected as a separate and mandatory section. If such a requirement is not met and a positive conclusion is issued by expert organizations, this circumstance entails administrative liability.
According to the amendments made to the legislation, persons guilty of this type of violation will be fined from 50 to 70 times the base calculation amount. This norm is assessed as an important step towards making urban infrastructure accessible and convenient for all segments of the population.
Obstruction of the lawful activities of employees of the National Agency for Social Protection, its territorial subdivisions, "Inson" centers, and the Social Inspectorate under the Agency, or failure to comply with their requirements will also entail liability. In this case, a fine of 3 to 5 BRV will be imposed on citizens, and from 5 to 10 BRV on officials.
Failure to provide benefits and guarantees established by law for persons in need of social protection will not go unpunished. For this type of violation, officials and employees will be fined from 3 to 5 BRV.
According to another important innovation, charitable funds (up to 100 times the BRV) directed by sponsoring organizations to family members included in the Unified Register of Social Protection or the Register of Poor Families during the tax period are exempt from income tax. This decision will serve to increase sponsorship activities in supporting families in need.
In addition, when registering public associations representing the interests of persons with disabilities, veterans, women, and children, a state fee of 50 percent of the current rate is levied.
At the same time, some laws also include provisions granting the National Agency for Social Protection the authority to process data for the purpose of providing social services and assistance. These changes will contribute to the organization of a more effective, open, and human-centered social protection system.
