
Another important step has been taken in the field of public procurement, aimed at increasing openness and forming a healthy competitive environment. Presidential Decree No. UP-259 of December 26, 2025, "On Further Measures to Ensure a Competitive Environment and Transparency in the Public Procurement System," serves precisely this purpose.
According to the document, from March 1, 2026, a new electronic module based on artificial intelligence will be launched on a special information portal on public procurement. This system automatically calculates the average market price for the subject of public procurement, ensuring more accurate and fair pricing for customers and participants.
Also, from January 1, 2026, a new competitive procedure called "request for proposals" will be introduced in public procurement. This method increases the number of participants in the procurement of certain goods, works, and services, making the selection process more transparent.
According to the new procedure, the list of goods and services purchased on the basis of direct contracts will be canceled. Now such purchases will also be carried out through competitive methods, and transparency in the use of state funds will be strengthened.
In addition, when developing regulatory legal acts on the issuance of permits for direct contracts, it is mandatory to clearly indicate the name of the public procurement contractor. This decision is aimed at increasing accountability and preventing hidden agreements.
Conveniences will also be created in the process of purchasing through electronic stores: the period for placing offers will be extended from 15 to 60 days, and a specific period of at least 5 days will be established for the delivery of goods.
At the same time, the timeframe for reviewing procurement documents at the Center for Comprehensive Expertise of Projects and Import Contracts will be reduced depending on their cost and complexity. This will accelerate the process of public procurement and reduce unnecessary bureaucratic barriers.
In general, this decree is assessed as the next important step towards transforming the public procurement system into a modern, open, and effective mechanism.
