All real estate will gradually transition to a public valuation system

Starting from 2026, all real estate objects in the country will be transferred to a new procedure - a periodic public appraisal system. The main goal of this mechanism, introduced in accordance with legislative norms, is one: to determine the value of each property as close as possible to its market price.
That is, the valuation of housing, apartments, courtyards, land plots, or other real estate will now be reviewed based on general calculations and unified criteria. Experts note that this system can create a fairer and more understandable valuation environment in the real estate market.
How is mass appraisal implemented?
The system will be implemented gradually throughout the country, not all at once. This allows, on the one hand, to test the process, and on the other hand, to correctly collect the database by region and clarify the calculations.
The implementation stages are as follows:
- 2025-2026 - in the city of Tashkent as an experiment;
- 2026-2027 - in the city of Nukus and regional centers;
- 2027 and beyond - in the remaining regions of the country.
Why gradually?
Importantly, the phased implementation of the system is expected to contribute to the formation of a unified approach to real estate valuation. In addition, it is planned to bring the assessment results closer to the real situation in the market, to more accurately compile information on prices in different regions.
In conclusion, this public valuation system, which will begin in 2026, is considered a new step in determining the value of real estate. Now the most interesting question is how fairly and transparently this process works in practice. This determines the credibility of the system.
