Ukraine responds to Kazakhstan's protest
The Ukrainian Ministry of Foreign Affairs has responded to Kazakhstan's protest regarding the attack on the Caspian Pipeline Consortium's (CPC) marine terminal. Ukraine emphasized that it is acting within the framework of lawful self-defense and that the attack was not directed against Kazakhstan.

Ukraine acknowledged Kazakhstan's concerns following the attack on the export terminal in Novorossiysk. The Ministry reminded that under Article 51 of the UN Charter, states have the right to self-defense.

The statement also criticized Kazakhstan for remaining silent regarding attacks on Ukrainian territory, urging Kazakhstan to assist in pressuring Russia to cease the conflict. The strike on the CPC terminal occurred on the night of November 29.

As a result, the VPU-2 mooring facility sustained severe damage, rendering it inoperable. Loading operations were halted, and tankers were removed from the aquatory.

No injuries were reported in the incident, and initial information indicates no oil leakage was detected. Experts estimate that the suspension of CPC operations could cost Kazakhstan at least $1.5 billion, an amount equivalent to the annual budgets of Astana or Almaty.
