The European Parliament adopted a resolution entitled “The EU’s position and participation in the proposed plan for achieving a just and sustainable peace in Ukraine.” 401 deputies voted for the document. MEPs call on the European Union (EU) and its member states to take on higher responsibility for security in Europe and to lead the process of achieving peace.
Objection to the US and Uncompromising Principle
The resolution specifically noted that Russia is not interested in peace and continues to strike civilian infrastructure. At the same time, deputies believe that the "incomplete, ambiguous policy of the US towards Ukraine hinders the achievement of stable peace." The European peace strategy must be based on international law and the territorial integrity of Ukraine. The core principle is that: peace can be achieved not through concessions to the aggressor, but through firm support for Ukraine.
Five Main Conditions
The European Parliament set mandatory conditions for a peace treaty. Among them:
Withdrawal of all Russian troops from the internationally recognized territory of Ukraine. It is demanded that the temporarily occupied parts never be recognized by the EU.
Russia must fully compensate for both material and moral damages inflicted on Ukraine.
Full accountability must be ensured for the crime of aggression and war crimes before the International Criminal Court and a special tribunal.
The agreement must ensure the return of prisoners of war, all illegally detained civilians, and abducted children.
Sanctions imposed against Russia will not be lifted until the peace agreement is concluded and fully implemented.
The European Parliament also stated that it favors the speedy payment to Ukraine of a "reparations loan", guaranteed by frozen Russian assets.
