Thousands of illegal houses discovered in Uzbekistan: inspections underway

It has been revealed that violations in the construction sector in Uzbekistan have been turning into a serious issue in recent years. According to Sherzod Khidoyatov, the Minister of Construction, 38,000 illegally built homes have been identified across the country from 2018 to December 2025.

The minister stated that homes constructed in violation of legislation, without a land allocation decision or approval from local authorities, are automatically considered illegal. Furthermore, if a construction project has not been coordinated with the Architectural-Construction Council or undergone state safety expertise, this is also considered a gross violation of the law.

Currently, a special commission has started to inspect the seismic resistance of these structures. Qualified specialists from project institutes are examining each house individually and assessing its technical condition. Based on the inspection results, fines and other legal measures will be applied to those responsible for violating the regulations.

Notably, many of the homes deemed illegal are already inhabited, which further complicates the situation and requires a socially cautious approach.

As a result, an independent working group has been formed under the directive of President Shavkat Mirziyoyev to determine the fate of these structures. This group is tasked with reviewing each case individually and making fair decisions while ensuring the safety of citizens.

Experts believe this process is an important step in strengthening discipline in the construction sector, adhering to urban planning regulations, and preventing such situations in the future.
