Unified Social Register to Launch on February 1

Starting February 1, 2026, the country will enter a new stage in accounting for and distributing social assistance to the population: a unified social register will be maintained. It will be formed on the basis of the “Unified Social Protection Register” and the Register of Low-Income Families.

The new system will be operated on the “Unified National Social Protection” information platform. Its main task is to identify families and individuals eligible for state social support measures and to objectively assess their socio-economic status. This is intended to ensure targeted assistance based on the principle “to those who need it,” and to introduce a unified approach to assessing those in need.

It is reported that within this social register, families (individuals) will be divided into three categories:

  • state-supported family — families covered under state-defined support provisions;
  • low-income family — families assessed as low-income based on socio-economic indicators;
  • near-poverty family — families close to the poverty line and considered at risk.

The introduction of the unified register is expected to consolidate social protection data in one place, streamline assessment mechanisms, and improve the efficiency of targeted state assistance. In short, the problem of “scattered data — delayed aid” may gradually disappear.
