The effectiveness of the reforms will become even more evident in the mahalla center

As a result of the large-scale measures implemented in the country over the past year, 366 thousand families have been lifted out of poverty. As a result of measures aimed at ensuring employment and expanding sources of income, the poverty rate decreased from 8.9 percent to 5.8 percent, and unemployment - from 5.5 percent to 4.8 percent.
As the head of state noted, these results are a practical result of the reforms and demonstrate the strengthening of trust between the state and the people. However, it is impossible to limit oneself to achievements.
Therefore, 2026 was declared the "Year of Mahalla Development and Enhancement of Society." This year, improving the infrastructure of mahallas, ensuring employment of the population, and raising the fight against poverty to a new level have been identified as the main tasks.
As President Shavkat Mirziyoyev noted, the mahalla is the clearest "mirror" that clearly shows where the reforms are yielding results and where they are stagnating. If there are still unemployed or poor families in the mahalla, then the reform has not fully reached that area. If the "mahalla seven" or the banking system is not solving people's problems, then it is here that the system is not working.
The head of state expressed a firm position on this matter, emphasizing that no minister, governor, or banker has the right to make excuses. There are opportunities, funds, decisions, and programs. The only thing missing is personal responsibility and accountability.
At the same time, it was openly stated that khokims and officials at the mahalla level lack methodological knowledge and practical experience, and the relevant ministries and departments do not provide them with sufficient assistance. Successful experiences formed in some districts - for example, livestock breeding in Arnasay, banana cultivation in Shurchi, pomegranate cultivation in Kuva, beekeeping in Bostanlyk - can serve as ready examples for other regions. However, there is still no system to popularize and expand the scope of this experience.
In this regard, responsible officials were instructed to study the opportunities of mahallas with a high level of unemployment and poverty within a month and prepare a methodological guide based on best practices. Hokims will be personally responsible for ensuring the implementation of these tasks locally, providing people with jobs, increasing their income, and finding concrete solutions to their daily problems.
As the President noted, from now on, the activities of each ministry and khokimiyat will be closely linked with the mahalla. Every decision made must clearly show what changes will occur in the mahalla.
Specific and ambitious goals have been set for this year: providing 1 million people with permanent jobs, lifting 181,000 families out of poverty, increasing the number of mahallas free from poverty by 2.5 times to 3,500, and reducing unemployment and poverty levels to 4.5%.
In short, reforms should now be felt not in numbers, but in the life of every family in the mahalla. Only then will the change be real, and the result stable.
