A sharp turn in the fight against corruption: new powers

After the Chairman of the State Security Service, Bakhodir Kurbanov, identified corruption as one of the main threats to the country's stability, fundamental reforms began in the sector. With the new presidential decree, the powers of the Anti-Corruption Agency have been significantly expanded. Now the structure headed by Akmal Burkhanov is becoming not only a controlling, but also a powerful body that directly influences the processes.

Projects worth billions of dollars are under constant control

According to the new procedure, large investment projects implemented at the expense of international financial organizations and foreign states fall under the "lup" of the Agency.

  • Conflict of Interest: The Agency is personally responsible for identifying and preventing corruption factors in projects worth millions and billions of dollars.
  • Transparency requirement: Unjustified concealment of decisions of ministers and khokims in the "E-qaror" system is strictly prohibited. Concealment of documents is considered a violation of the law and entails appropriate punishment.

Examination of current documents and "protective order"

The Agency re-examines not only new draft laws, but also thousands of regulatory documents that have already entered into force. If "gaps" are found in old documents, a proposal for their cancellation will be submitted to the Presidential Administration.

  • Obligation to provide information: Concealment or provision of inaccurate information requested by the Agency by government agencies can lead to criminal liability as obstruction of activities.
  • Protection of those who report corruption: Starting from May 2026, individuals exposing corruption will be issued a special "protection order." This document protects informants from persecution and harassment like a shield.

"Digital Compliance" and strengthening of internal control

To reduce the human factor in the industry, the "Digital Compliance" system will be launched in July 2026.

  • Direct access: The Agency will be granted remote access to the databases of all government agencies.
  • Benefits for internal control employees: Independence of compliance inspectors in organizations is ensured. They cannot be dismissed or subjected to disciplinary action without the Agency's consent. They will also be paid the maximum amount of bonuses.

New State Award for Activists

The badge "For Contribution to the Fight Against Corruption" has been established for citizens and civil servants who have shown exceptional dedication in the fight against corruption. The awards are awarded annually on December 9 - International Anti-Corruption Day.
