Now an applicant who failed to enter any of the "top five" universities will be given a sixth chance

President Shavkat Mirziyoyev announced another new and promising initiative in the field of education, which is important for young people. The head of state unveiled a new roadmap as part of the reforms being implemented to ensure justice and equal opportunities in the education system.

From now on, applicants will be able to choose 5 higher education institutions during the admission process. This is a major shift, a big step, and a serious opportunity in the higher education system.

As the President emphasized, “we plan to expand this further.” That is, this system is expected to be improved in the future. Within the framework of the new system, if the applicant fails to get into any of the 5 universities, but the score matches a vacant program in another university, the rector of that university will have the right to admit the applicant on a contract basis.

This will foster healthy competition between public and private sectors, which is an important factor in ensuring quality education.

The head of state also emphasized the need to expand the powers and increase the responsibility of university rectors. As part of the new system, rectors will be required to have the annual programs of their appointees defended in front of the university council.

Another important innovation — the assessment system applied at the New Uzbekistan University will now be introduced in all universities. Financing, i.e. the amount provided by the state, will be based on the points earned by each university.

How are these points determined? 40 points — for graduate employment rate, 30 points — for scientific research and product sales, 20 points — for scientific capacity and international journal publications, up to 10 points — for attracting domestic and foreign grants.

For example, if Karshi Technical University scores 85%, it will receive an additional 20% bonus on top of the 78 billion sums allocated by the state. However, if it scores less than 56%, next year’s funding will be reduced.

It was separately noted that universities in social areas (e.g., Culture, Conservatory) and scientific fields (National University, Irrigation University) should be evaluated using specific criteria and cannot be equated to technical institutions.

The President instructed specialists to revise the rating criteria taking these differences into account.

In addition, under the new rules, “self-employed” graduates will no longer be counted in employment statistics.

Another serious initiative — rectors and vice-rectors will be trained through a special training course. The best performing candidates will be sent to Harvard University, one of the world’s leading educational institutions, for advanced training.

Furthermore, rectors will be granted independence in setting differentiated super-contract fees, allocating professors and teachers freely, and managing their own budgets.

Thus, serious changes are beginning in the New Uzbekistan education system. These reforms will open new doors of opportunity not only for young people but also for education administrators.
