Terms of judicial appointment will be reconsidered

President Shavkat Mirziyoyev became acquainted with a presentation dedicated to the issues of reforming the judicial system and developing fair justice. Through the data and proposals presented to the head of state, urgent problems of the country’s judicial system, their solutions, as well as important reforms expected to be implemented in the future were broadly discussed.

In recent years, the judicial system has achieved consistent changes. It has been shaped not as a punitive body, but as a democratic system protecting human rights and freedoms. In particular, administrative courts were established, a corps of judges specializing in family disputes was created, and effective mechanisms for preventing domestic violence were introduced. In addition, a separate judicial body for the consideration of investment disputes was established.

Openness and digitalization of the judicial system

As the President emphasized, openness and people-oriented nature of judicial proceedings must be ensured. This process will be realized through digitalization. For this purpose, based on the experience of developed states, the concept of a “Digital Court” was developed. This initiative will help to reduce corruption risks and create opportunities for citizens and entrepreneurs to access fair justice without unnecessary difficulties.

According to analyses, a significant part of cases considered in civil and economic courts consist of indisputable issues. Therefore, it was proposed to transfer such matters to the competence of administrative bodies. This will ensure that the problems of citizens and business entities are resolved in a short period of time.

Stability of judicial positions and new procedures

In ensuring justice and trust, the stability of judicial positions plays an important role. Therefore, the issue of reconsidering the terms of judicial appointments was also raised. In addition, a proposal was made to establish regional supervisory courts, abolish supervisory instances at the provincial level, and carry out their functions through 5 major regional courts. As a result, only appellate and cassation instances will operate in provincial courts.

Training of new personnel for the judicial system

Another important issue is the radical reform of the personnel training system. A concept for creating the Academy of Fair Justice, based on the reorganization of the Higher School of Judges, was presented. In the future, this academy will play an important role in training highly qualified personnel who meet the requirements of the time.
