New electronic rules will be introduced in the activities of notaries

The procedures for providing notarial services in our country are being gradually updated. In accordance with the government's decision, a number of conveniences will be introduced for citizens from December 1, 2025. This process is aimed at improving the quality of service through modern information technologies and electronic systems, reducing the impact of the human factor, and achieving efficiency.

First of all, a new rule related to marriage contracts will come into force. Starting from December 1, 2025, copies of marriage contracts concluded by notaries will be mandatory uploaded to the "Notary" information system. This will eliminate the practice of notaries requiring their paper originals. This change will reduce unnecessary running around and paperwork for citizens about to get married.

Also, the process of performing notarial actions will be fully recorded. That is, audio and video recordings will be stored on special electronic devices and they will be directly linked to the notarial act. These processes ensure openness and transparency.

Another important change will be implemented from January 1, 2026. Now it will not be necessary to provide the original of the identity document to the notary. The identity of citizens will be determined through information technologies based on their document details. At the same time, the practice of verification through biometric data - fingerprints and Face-ID - will be introduced. This will not only be convenient for citizens, but also prevent fraud.

From April 1, 2026, a new procedure will apply to all real estate transactions. That is, contracts related to real estate and shares in it will be sent by the notary electronically for state registration through the “Notary” system. After that, only after the real estate object is officially registered, information about its new owner will be automatically sent to utility service organizations. This will allow for quick updating of changes in the database.

Overall, these innovations will ensure transparency, efficiency, and widespread use of modern technologies in the field of notary services, further increasing public confidence.
