The process of digitalization of legal services is accelerating in our country. According to the presidential decree signed on September 9, starting from September 2027, it will be possible to approve real estate exchanges, lease agreements, and alimony payments online.
One of the most important innovations is the fact that contracts for the sale or donation of housing, as well as some other legal transactions, are formalized by a notary through video communication. This will help citizens save time and money.
The decree also provides for the introduction of a new personal identification system from 2026. That is, instead of a passport or ID-card, the practice of verifying a person through Face-ID or fingerprint will be widely implemented. Also, from December of this year, it will be possible to cancel powers of attorney remotely and issue writs of execution electronically.
At the same time, from June 2026, it will be possible to formalize marriage contracts and transport lease agreements online. By December, it will be possible to certify inheritance and mortgage agreements remotely.
The launch of the "E-Notarius" mobile application is scheduled for March 2026. Through this platform, executive documents drawn up by notaries are automatically integrated into the electronic document management system. Also, by the end of the year, all notary offices will be provided with high-speed fiber optic internet.
It is noteworthy that integration will also be carried out with local utility service bases. As a result, information about the owner is automatically updated as soon as the housing purchase and sale agreement is approved. This, along with ensuring transparency, will make life easier for citizens.
According to experts, these reforms will usher in a new era in the notary system. Because digital solutions provide convenience, speed, and reliability in the implementation of legal transactions.
