Starting July 1, 2026, the failure to pay the mandatory payment (rent) on time in apartment buildings will be monitored even more strictly. According to the presidential decree of February 5 on improving the management system of apartment buildings, if the owner of the apartment does not make the mandatory payment to the bank account of the house by the 15th of the month, the acceptance of electricity payments will be suspended until the debt is fully settled.

That is, the attitude of "I will pay the rent later" can now be "stopped" for electricity payments as well. The goal is the same: to stabilize the funds collected for the general needs of the house and break the chain of debt.

Where does the housing payment go first?

The resolution states that the funds in the bank account of an apartment building are primarily directed each month to the payment of electricity for the house. This means:

- lighting the entrance, stairs and corridors;

- elevator operation;

- lighting the area around the house;

- pumps and other common household needs.

Therefore, the delay in mandatory payments affects the general order: both the elevator stopping and the darkening of the corridors can start from this very chain.

If you delay, a penalty is also added

A penalty (fine) is charged for each day of delay in mandatory payments:


  • for legal entities - 0.4%



  • for individuals - 0.1%


There is one important limitation: the penalty should not exceed 50% of the amount of the delayed payment for each month.

The penalty funds are also divided into two equal parts:

- to the bank account of the apartment building;

- to cover the costs of maintaining the “My Home” system.

How can payments be made?

According to the resolution, mandatory payments are made only in the following ways:

- bank cards;

- electronic payment systems;

- bank cash desks.

What to do, the main thing is not to leave it to the “last minute”

The most correct way is to accept the 15th as a “red line”. Convenient options:

- turn on auto payment on your card (if possible);

- set a monthly reminder on your phone;

- make the payment around the 10th-12th before the debt is due.

Because not getting into a situation later that “my electricity bill has not been paid” will save you both nerves and time. In the future, housing management should move from "living on credit" to living with a plan - this is realistic.
