
It has been proposed to hold officials who unjustly fine entrepreneurs in Uzbekistan accountable. The Business Ombudsman has published a draft law for public discussion.
According to this agency, cases of unwarranted fines being imposed on entrepreneurs by some government bodies are frequently observed. Last year, entrepreneurs filed 6,370 complaints against such fines in court.
Of these complaints, 5,280 were satisfied by the court, and the amount of fines canceled totaled nearly 1.4 trillion soums. In the first half of this year, 4,738 complaints were registered, of which 3,755 were found valid by the court.
The amount of canceled fines reached approximately 3.1 trillion soums. Currently, officials who unjustly impose fines are not held accountable.
As a result, officials can impose fines on entrepreneurs without facing personal risk. The draft law proposes adding Article 241-11, titled "Unjustly Imposing Fines on Entrepreneurs," to the Administrative Liability Code.
If the court finds the fine unlawful, the official will be fined 20–40 base calculation amounts (approximately 8.24–16.48 million soums). Public discussion of the draft will continue until November 9.
