
On December 26, 2025, Uzbekistan's President Shavkat Mirziyoyev announced in his address to the parliament and the people that entry of vehicles with high harmful gas emissions into Tashkent and other regional centers will be restricted. Based on international practices, ecological stickers will be introduced.
The government will take measures to support owners of old vehicles, and a special fund will be established for this purpose. Those who decide to upgrade their vehicles will receive partial compensation for loan interest rates.
Additionally, drivers who install filters on their vehicles to reduce harmful emissions will be reimbursed for part of their expenses. The President outlined the development of the public transport system as a key priority.
The number of designated lanes for buses and taxis in city streets will be increased. Smart traffic lights will be installed in Tashkent, Samarkand, and Namangan to manage traffic flow.
Shavkat Mirziyoyev also announced a five-year program to support green vehicles. Under this program, auto loans with a 12% discount for locally produced electric cars and a 16% discount for imported electric cars will be offered.
For entrepreneurs, preferential loans with a 10% interest rate will be allocated to build charging stations. They will also have the opportunity to purchase land plots for these facilities at half the market price through auctions.
Furthermore, if the electricity price exceeds 300 soums per kWh at charging stations, the excess cost will be subsidized by the government.
