Tax, social and digital reforms in Uzbekistan from 2026

From January 1, 2026, a number of important innovations that directly affect the lives of the population, entrepreneurs, and government agencies will come into force in Uzbekistan. These changes are aimed at strengthening social protection, reducing the tax burden, and fully digitalizing public services.

First of all, benefits for pregnancy, childbirth, and temporary disability will now be paid directly through the social insurance system. This makes the process of receiving benefits much more transparent and guaranteed.

Benefits are also being introduced for small businesses: the single tax rate for entrepreneurs with an annual turnover of up to 1 billion soums is only 1 percent. This will serve to reduce the shadow economy and stimulate official activity.

There is also a serious innovation in the jewelry industry. Now jewelers will be mandatory VAT payers, but 80% of the paid value-added tax will be refunded by the state. At the same time, the VAT accounting mechanism will be fundamentally updated and transitioned to a simpler and more transparent system.

In the area of reporting, however, bureaucracy is drastically reduced. A total of 105 reports will now be submitted electronically through report.gov.uz, and 17 outdated statistical reporting forms will be completely abolished.

Special attention will be paid to the agricultural and livestock sectors, and tax and electricity benefits will be provided. A deferral of VAT payment for live livestock imports up to 180 days will significantly ease the financial burden on farmers.

Innovative solutions are also being introduced in the field of urban planning and security. Seismic monitoring will be established at historical sites, and a system for predicting earthquakes using artificial intelligence will be launched in Tashkent.

Social assistance will be conducted through the "Digital Mahalla" platform, which will make it more effective to identify and support people in need. Also, the process of temporary registration of foreign citizens will be carried out through the Single Portal of Interactive Public Services (SPIPS), and paperwork in this area will be eliminated.

In short, these reforms, which will take effect from 2026, are aimed at simplifying everyday life, improving the business environment, and raising public administration to a new level.
