From February 1, the requirement for mandatory participation in theoretical classes in the process of obtaining a driver's license in Uzbekistan has been abolished. This innovation is noted in the Resolution of the Cabinet of Ministers "On Measures for Further Improvement of the Vehicle Management System," adopted on October 25, 2025.
According to the decree, applicants wishing to obtain the right to drive vehicles of categories "A" and "B" can now independently master the theoretical part of the compulsory training program. That is, someone goes to the course, someone prepares themselves - the choice is yours.
The main aspects of the new procedure are as follows:
- applicants, at their discretion, receive theoretical knowledge in training courses (online or offline) or undergo independent training;
- applicants fully participate in practical classes established by the mandatory curriculum in legal entities providing state and non-state educational services for the training and retraining of drivers of motor vehicles and urban electric transport;
- after full completion of practical training, if the driver's skills are assessed positively, the applicant takes theoretical and practical exams to obtain a driver's license;
- the applicant's certificate of completion of practical training is issued electronically;
The procedure for registering training groups for the training and retraining of drivers of categories "A" and "B" with the State Road Safety Service is canceled.
In short, freedom has increased in theory, but in practice, the requirement remains strict - "real" training must be completed before getting behind the wheel.
