Rules for entering the social registry have been approved: application and evaluation procedure

The government of Uzbekistan has approved the Regulation "On the Procedure for Maintaining the Social Registry." The new document established clear rules for the inclusion of families in the Social Register, their categorization, and, if necessary, exclusion from the register.
Now there are several convenient ways to apply for inclusion in the registry. According to the regulation, the applicant can personally apply to the public services center or the authorized body to include their family in the registry. At the same time, the possibility of applying through a social worker will be preserved.
In addition, citizens can use modern digital channels: they are allowed to submit an application independently through the "Unified State Register of Legal Entities," the Single Portal of Interactive Public Services, or the "Social Card" mobile application. That is, if someone doesn't like waiting in line, they can resolve the issue by phone or through an online system.
An important rule: each family should submit an application no more than once a month. This requirement protects the system from unnecessary repeated requests and regulates the evaluation process.
Upon receipt of the application, a preliminary assessment of the family's socio-economic situation is conducted. If at this stage there are no grounds for refusing to recognize the applicant's family as a "state-supported family" or a "poor family," the application goes to the next stage: it is sent to the social worker's personal account for filling out the questionnaire.
After the questionnaire is approved by the applicant, it is automatically sent to the "mahalla seven" through the information module. That is, the responsible structure of the mahalla also participates in decision-making.
After the conclusion of the "Mahalla Seven" is approved, the "YAMH" IS will conduct a final assessment of the socio-economic situation of the family within three working days. This means that the process will not go to paperwork and will be completed within a certain timeframe.
The Regulation also clearly defines the procedure for calculating income. The average monthly total income per family member is determined as follows: the income of all family members for the last three months is summed, then divided by the number of members included in the family and by 3 months. In this way, the average monthly income per person is calculated.
Families included in the Register are separated by categories. According to the Regulation, families:
- "family under state support,"
- "poor family,"
- "family at the poverty line"
are included in the register as one of the categories.
Another important aspect: even after inclusion in the registry, the data must be updated over time. From the date of inclusion of families in the register, the questionnaire is filled out again in the presence of family members:
- for the category "family under state support" - every 12 months,
- for the "poor family" category - every 6 months.
In short, the new regulation established clear rules for entering the Social Register, expanded access routes, and gradually defined the evaluation and approval processes. This means that a system is being formed that is both understandable and controllable for citizens.
