Deputies of the Moscow City Duma supported a proposal at a plenary session to increase the monthly patent price for foreign citizens from 8,900 rubles to 10,000 rubles. This was reported by Interfax.
This decision is related to the regional coefficient, which is reviewed annually and reflects changes in the average salary in the capital. According to Darya Murchenko, Deputy Head of the Moscow Department of Economic Policy, a regional coefficient of 2.9323 must be set to reach the new payment level.
She noted that increasing the patent price will allow for a balanced tax burden for both migrants and Russian workers. The patent price is calculated based on the basic amount, the federal deflator coefficient approved by the Ministry of Economic Development, and the regional coefficient established annually by the Moscow government.
The calculation takes into account the average wage in sectors with a high share of foreign workers, the costs of obtaining a patent at the Moscow Migration Center, as well as the state fee for processing the document, which will take effect from January 1, 2025. According to Murchenko, the new price "corresponds to the level of the Moscow region" and is considered optimal and balanced.
