An important step has been taken in our country to bring the system of extracurricular education to a new stage. Based on the decree adopted by the president, a number of innovations will be implemented in this area.
According to the document, the Republican “Kelajak” center will now be created on the basis of the “Barkamol Avlod” Republican Children’s School and the Republican Student Youth Center. In addition, “Kelajak” centers will be organized on the basis of “Barkamol Avlod” schools in Karakalpakstan, all regions, the capital, and districts (cities).
Furthermore, special children’s tourism bases will start operating under the “Kelajak” centers in Bukhara, Namangan, Samarkand, and Khorezm regions.
To ensure the effective functioning of these centers in general education institutions, the position of “school consultant” will be introduced. The consultant will support students’ initiatives. His salary will be equal to that of the deputy director of the general education institution. From September 1, 2026, consultants with a management certificate will receive an additional allowance of 30 percent of their monthly salary.
According to the decree, the “Kelajak” centers are granted several rights, including:

organizing extracurricular clubs with the involvement of qualified specialists and non-state educational centers on a contractual basis;
-
increasing parental fees, in agreement with parents, relative to the minimum levels set across the republic.
In addition, from January 1, 2026, the minimum parental payment for studying at the “Kelajak” center will be revised.
The centers are divided into two groups according to the number of students: if the number is up to 600 – Group II, if 601 or more – Group I.
The activities of the “Kelajak” centers in Karakalpakstan, the regions, the capital, and the districts will be organized as follows:

the clubs will gradually be specialized in relevant areas on the basis of a unified modern program;

teachers involved in inclusive clubs will be paid a monthly bonus of 30 percent of their salary for special working conditions.
Thus, the adopted decision is expected to open a new era in the education system and further expand opportunities for young people.
