New cultural clusters and education reforms will be implemented

In Uzbekistan, important initiatives are being implemented aimed at bringing the sphere of culture and art to a new stage of development. Starting from July 1, 2026, it is planned, on a pilot basis, to establish one “Madaniyat Mehmonxonasi” cultural cluster in each region — in the Republic of Karakalpakstan, all regions, and the city of Tashkent.

The main goal of these innovative projects is to activate cultural life in the regions, support creative individuals, and expand the range of cultural services available to the population. Through the “Madaniyat Mehmonxonasi” cluster format, it is expected that modern and convenient infrastructure will be created for art, creativity, education, and various cultural events. This, in turn, will contribute to discovering new talents and developing them.

At the same time, significant updates are also being introduced in the education system. Starting from the 2026–2027 academic year, the Republican College of Music and Art, as well as the Republican College of Variety and Circus Arts, will introduce education based on entirely new vocational training programs. Accordingly, the following stages will be implemented: two-year initial vocational education, secondary vocational education lasting from 6 months to 2 years, and at least two years of specialized secondary vocational education.

In addition, these educational institutions will be allowed to implement a “2+2” education system integrated with bachelor’s degree programs. This format will allow students to firmly master practical skills alongside theoretical knowledge.

Within the framework of the decision, the admission procedure to specialized art schools under the Ministry of Culture has also been clearly defined. From now on, students will be admitted to music programs from the 5th grade, and to dance, theater, folk art, as well as fine and applied arts programs from the 9th grade.

These schools will apply the benefits established for boarding schools. In particular, the costs of education and accommodation will be covered by the state budget, while meals will be financed through both state funds and parental contributions.

Another important innovation is that graduates of these educational institutions will be granted the right to engage in teaching activities in children’s music and art schools. This will help address the shortage of specialists in the field and create new opportunities for young professionals.

In short, the new initiatives will not only revitalize the cultural sector but also strengthen the creative environment, opening wide opportunities for future generations.
