A new era is beginning in land privatization and the construction sector

Reforms aimed at expanding entrepreneurship in our country and the rational use of land resources are entering a new stage. At a meeting chaired by the President, shortcomings in the sector were criticized, and revolutionary changes were outlined that are intended to eliminate bureaucratic barriers. The excuse “no master plan” will be eliminated

According to analysis, in 2025, out of 112,000 applications from citizens wishing to privatize land, 14% were rejected precisely due to the absence of a master plan. As a result, the state budget lost 550 billion soums in revenue, and 4,000 hectares of land failed to become an economic asset.

Now this system will change fundamentally: within three months, a transparent system will be launched that will provide online responses to applications in just 5–10 minutes, without human involvement.

Not a paper plan, but a practical program

The meeting strongly criticized the quality of master plans. A plan exists, but it is unclear when and at what cost communication networks — water, gas, electricity, and roads — will be built. As a result, 2–3 times more funds are being spent on infrastructure than necessary.

  • Each regional governor has been tasked with developing comprehensive programs within two months to implement master plans in practice.
  • These programs must clearly indicate which projects will be financed from the budget and which will be financed by international organizations.

Convenience for business: barriers will be removed

Today, annually 6.5 thousand hectares of land and enormous resources worth 140 trillion soums are allocated for business. However, it was noted that entrepreneurs who have already solved land and credit issues still face corruption and bureaucratic delays when starting construction.

Over the past four years, construction has not yet begun on 3,000 hectares of land sold at auction. This means a loss of 100,000 jobs and 25 trillion soums for the economy.

New easing in privatization

From now on, regional governors will be equally responsible together with the State Assets Management Agency for the efficiency of including objects in the privatization program and their sale. One of the most positive innovations is the abolition of the 14% annual surcharge calculated for installment payments on privatized objects.

In addition, strict tasks have been set for sector leaders to introduce new solutions in compliance with modern technologies, seismology, and earthquake resistance requirements in construction.
