
The Andijan regional administration has reached an agreement with Chinese investors to build a new paid highway. This road will connect the cities of New Andijan and Khanabad.
The agreement was signed on November 3 during a meeting between the regional governor Shuhrat Abdurahmonov and company representatives. This previously unannounced project will be part of the national strategy to develop the country’s network of toll highways.
The project is being implemented on the basis of the new edition of the “On Automotive Roads” law adopted in September. This document provides a legal basis for such projects and requires that a free alternative road and economically justified tariffs exist for toll roads.
The new road complements the extensive urban development project called “New Andijan.” It has been proposed to name this project after Babur.
The project includes plans to establish a large educational and cultural center based on $250 million in financing. The New Andijan–Khanabad route will be added to the government-approved list of paid roads.
This list includes the Tashkent–Samarkand and Tashkent–Andijan routes, as well as the construction of a toll tunnel through the Takhtakoracha Pass. The initiative is aimed at modernizing transport infrastructure and attracting foreign investment to the regions.
The first modern concept of a toll road appeared in Great Britain in the 17th century. A parliamentary act adopted in 1663 granted local authorities the right to charge a toll and maintain a section of the North Great Road.
