Uzbekistan’s information space is actively discussing an interview that Saida Mirziyoyeva, Head of the Presidential Administration, gave to the Alter Ego project. The conversation spoke openly about the key principles of governance, the personal motives behind political decisions, and what processes take place in the “kitchen” of the country’s reforms. Saida Mirziyoyeva emphasized that her involvement in the executive branch system is a strategic necessity. According to her, it serves as a direct and unbroken channel of communication between the President and the real situation in the regions.

It was noted that the Presidential Administration holds a special place within the state apparatus, functioning as an intellectual and strategic center. The interview clearly delineated responsibilities: the Administration focuses on setting long-term directions and preparing draft decrees, while the Cabinet of Ministers runs the day-to-day implementation mechanism.

It was also stressed that behind an official visit or a document lies the extensive work of hundreds of specialists, including external consultants and analysts. This invisible work, Saida Mirziyoyeva said, lays the groundwork for important state decisions.

She explained that in today’s political system the Administration also acts as a “filter,” sorting chaotic data flows and turning them into a clear strategy.

One of the central topics of the conversation was Shavkat Mirziyoyev’s path of formation as a statesman. Saida Mirziyoyeva said her father worked for many years in the previous governance system and therefore saw and deeply understood its painful aspects and shortcomings from within.

It was emphasized that after becoming head of state, he used the available opportunities to sharply renew the course and steer society toward greater openness. The fight against systemic forced labor was cited as an example.

The interview highlighted the statement: “He put an end to cotton slavery.” It was noted that this issue also has a personal dimension for the presidential family: during the years they lived in Jizzakh and Samarkand, officials’ children—including Saida Mirziyoyeva—were, like many others, sent to pick cotton as a “model example.”

It was said that these experiences later became one of the factors that accelerated decisions to restrict child labor and end exploitation.

It was also mentioned that the road toward an open society was not easy. The liberalization of the currency market and the introduction of free convertibility reportedly faced strong resistance from supporters of the old system.

Saida Mirziyoyeva noted that at the time some tried to frighten the president with an economic crisis, but the issue was resolved not only through political will, but also through кадров changes and renewing governance thinking.

The pandemic period was also recalled as a time of “maximum pressure.” According to her, the president personally oversaw the procurement of medicines and the process of bringing in leading doctors from China and South Korea.

Speaking about her official role, she said that as Head of the Administration she serves as the president’s “eyes and hands,” conveying the truth from the regions without embellishment. She regularly travels to the regions and communicates directly with residents and local government representatives.

It was emphasized that during these trips Shavkat Mirziyoyev stays in constant contact and demands prompt reports on identified problems and the execution of instructions.

It was also said that there are strict requirements regarding ethics and discipline. In Saida Mirziyoyeva’s view, an ordinary official may sometimes be given a chance to correct a mistake, but she has no such “privilege”—every step is coordinated with the President.

At the end of the conversation, she took a philosophical view of her work, saying she sees a high office as a temporary mission. The goal is for her father to leave an important mark in history and to use power as a tool to improve citizens’ lives.

Calling the current period a “time of change,” she stressed that the Administration’s main task is to ensure the well-being of every person in the country.

It was recalled that Uzbekistan became the first country in Central Asia to fully eliminate systemic forced and child labor in the cotton sector. This result was officially confirmed by the International Labour Organization in 2022.
