A new system is being implemented in our country to create conveniences for the population and enhance transparency. In accordance with Resolution No. 587 of the Government of the Republic of Uzbekistan, the process of establishing disability is being fully transferred to electronic form. Thanks to this procedure, the impact of the human factor will be significantly reduced, and more favorable opportunities will be created for the population.
Now, applications for disability groups and their duration will be submitted not only through district central polyclinics, but also through "Inson" centers, local social workers, the my.gov.uz electronic portal, and family doctors.
Within the framework of the pilot process, which began on April 1, 2025, a total of 12.5 thousand applications were received in the city of Tashkent and Navoi region. Of these:
- through "Inson" centers - 6.5 thousand (52.4%),
- through family doctors - 5.9 thousand (47.5%),
- through the electronic portal - 17 units (0.1%).
The single mandatory treatment period, which existed in the previous system, has been canceled. In the new procedure, an individual period is determined depending on the type of disease and the patient's health status. Specifically:
- for 22 cases (1 percent) - 30 days,
- 60 days for 201 cases (8 percent),
- for 237 cases (10 percent) - 90 days,
- 120 days for 788 cases (33%),
- 1,141 cases (48 percent) do not require any treatment at all.
The list of diseases for which disability is established in absentia has also been expanded. If previously 48 types of diseases were introduced, then in the new procedure their number has been brought to 60.
The new electronic system introduces unified standards in the process of determining disability. Through this, all information about the disability group, duration, the patient's need for outside assistance, and the need for rehabilitation and prosthetic devices will be automatically generated in the "Unified National Social Protection" information system.
The system will first begin operating in the city of Tashkent and Navoi region. From October 1, 2025, its application will be gradually extended to all regions of the country.
This innovation will create great convenience for both citizens and medical workers. Because the process is fully digitized, transparent and fast, and people don't waste time on red tape and queues.
