According to Reuters, the nearly 250 million dollars promised by the US for the energy pipeline to Ukraine have not yet been allocated. The point is that this money was supposed to be "oxygen" to support the import of liquefied gas to Ukraine in the scorching winter and to restore the energy infrastructure damaged by the strikes.
The source states that at least a portion of the funds is planned to be previously allocated through USAID. However, in the first weeks of the Donald Trump administration, the agency's operations were drastically reduced, leading to heated debates about the money being trapped in the "paper labyrinth."
The most interesting thing is that now the issue is not about the money itself, but about the question "who will distribute it?" Some officials around The White House preferred to transfer the funds through the US State Department, while others suggested transferring this task to the US International Development Finance Corporation. Reuters notes that this agency is cited as an unfamiliar federal structure that could play a significant role in Ukraine's future reconstruction.
There is a "tomorrow" for this situation: while energy money is being delayed, there are signals that the US is activating mechanisms related to strategic sectors in Ukraine (including important minerals and investment projects). That is, questions arise about whether the scale of priorities in Washington is shifting from "urgent energy saving" to "long-term economic projects."
In short, in the energy battles behind the front lines, everything is decided not by transformers and gas - but by which agency can sign. And this bureaucracy is even more noticeable in the cold.
