According to the Ministry of Preschool and School Education, in 2025 more than 60% of teachers were unable to successfully pass certification (attestation) exams. The results indicate the need to improve teachers’ qualifications and further refine the attestation system. This was reported by podrobno.uz.reports.

A total of 353,604 teachers took part in tests for awarding qualification categories as well as professional certification for trainees. Following the exams, 22,311 teachers received the highest category, 43,445 the first category, 60,055 the second category, and 13,371 were awarded the “specialist” category.

Relevant certificates were issued for 125,811 teachers who retained or upgraded their category. In addition, 6,553 teachers (1,438 highest, 1,443 first, and 3,672 second category) received qualification certificates directly, without attestation.

A total of 21,836 trainees participated in control tests for professional certification. In addition, the validity of 48,599 certificates recognized by national and international organizations was confirmed (27,982 national and 20,577 international), and the corresponding allowances were calculated for teachers based on them.

The ministry notes that these figures call for intensified efforts to strengthen human resources capacity and improve attestation mechanisms.
