In Uzbekistan, the simplification of public services based on the principle of "let the system work by itself, not the person running around" is reaching another stage. Now, it is planned to pay the funds in the personal savings pension accounts of citizens who have reached retirement age without applying - proactively. This innovation is noted in the state program for 2026, approved by presidential decree.
That is, a citizen will not "collect documents and stand in line": the authorized body will take the initiative and the mechanism for automatically paying the funds in the account will be activated. The deadline for developing a draft of the relevant document for this is set for September 2026.
Convenience for students without an application
The state program also includes another important direction: it is envisaged that certain categories of students admitted to a state higher education institution will be issued a referral to a student residence without their application. We are talking about the following categories:
- orphans and students deprived of parental care;
- children of families included in the social register;
- students with disabilities of groups I and II.
The meaning of this change is simple: the categories that need support the most should not be stressed by “document after document”, and the service should reach them on time, on its own.
The previous steps were also in this direction
Let us recall that from March 1, 2025, the practice of proactively assigning pensions to those who have reached retirement age without an application was introduced. Now, it seems that this system has expanded further and is also moving to the payment of funds from personal savings accounts.
In addition, according to the presidential decree adopted in the summer of 2025, it was stated that from December 1, 2026, a service for calculating the amount of pension in advance should be introduced. That is, a citizen will be able to know in advance how much pension he will receive later and plan accordingly.
In short, these changes will reduce “applications, queues, paperwork”, saving both time and nerves. Most importantly, services for those who have reached retirement age and students in need of social protection will become more humane and faster.
