
The Tashkent city administration responded to the Senate’s inquiry regarding the territory of the former ToshTurma (Investigation Detention Center No. 1). Earlier, the Senate noted that landscaping work in the area had been delayed and improper use of the territory was raising questions among local residents.
According to the administration, in October 2020, a decision was made by the then city mayor to allocate a 2.9-hectare land plot in place of the former investigation detention center in Yunusabad district to the Ogneupor company. This land was given as compensation because the company’s facility on Chinoobod Street in the Chilonzor district had been demolished.
Later, the Yunusabad district council approved the project for an administrative building with an area of 76 square meters on this site. However, once the territory was included in a conservation zone, new construction was prohibited.
According to the administration, the decision did not specify what kind of building the company should construct. Initially, Ogneupor planned to build a production facility, but abandoned this idea due to the proximity of residential buildings.
Later, the company aimed to construct a hotel. Ogneupor twice applied to privatize the land plot, but both requests were denied.
The reason: according to Tashkent’s master plan, this territory is included in a conservation zone. Company management stated that if the restrictions are lifted, they are ready to attract investors and construct hotel and residential buildings.
