The government led by the previous Chancellor Olaf Scholz opposed the delivery of Taurus missiles, citing the fact that such weapons could be used to strike Russian territory. This was assessed as a violation of Germany's international obligations.
The new Chancellor Friedrich Merz, before taking office, expressed his readiness to provide Kiev with long-range weapons. However, in practice, the government failed to implement this position.
