Montenegro cancels visa-free regime for citizens of Uzbekistan

The Government of Montenegro has officially decided to suspend the previous decision granting temporary visa exemption to citizens of Uzbekistan, Armenia, and Egypt. The announcement was made on October 9, 2025, during the 98th session of the Cabinet of Ministers chaired by Prime Minister Milojko Spajić.

According to the government statement, this decision was made in line with Montenegro’s commitments under its EU accession process, particularly within the field of visa policy. The country continues harmonizing its legislation with the EU’s common visa policy as part of the “Reform Agenda” for 2024–2027.

“Through this decision, Montenegro reaffirms its commitment to full EU membership. Accordingly, the previous decisions granting temporary visa-free entry to citizens of Uzbekistan, Armenia, and Egypt are hereby revoked,” the government said in its statement.

The Cabinet of Ministers also adopted amendments to the regulation on the visa regime. Under the new rules, citizens of Uzbekistan will be required to obtain a visa before entering Montenegro. The new regulation will take effect on October 29, 2025.

It should be recalled that since June 2023, Uzbekistan citizens could travel to Montenegro without a visa, and direct flights between the two countries were established, boosting cooperation in tourism.

Experts note that the new decision is part of Montenegro’s effort to align its political and legal standards with the European Union and accelerate its accession process.

Thus, starting from autumn 2025, Uzbek citizens will have to obtain a visa prior to traveling to Montenegro. Although this change may affect tourism and business travel, friendly relations between the two countries remain unchanged.
