Tashkent’s design code draft has been posted on regulation.gov.uz for public discussion. The document outlines several new approaches to organizing parking in the capital. This was reported by kursiv.uz.
Under the draft, curbside parking may be allowed on streets with relatively low traffic flow in central and outlying areas, as well as at transport interchange hubs. In this case, the parking area and the pedestrian zone must be clearly separated by defined boundaries.
Restrictions on placing parking facilities are proposed for streets with heavy traffic, pedestrian streets, and city squares.
Local “parking pockets” will be permitted in neighborhoods (mahallas). In areas dominated by Soviet-era and modern development, centralized parking facilities are recommended instead of scattered stopping spaces.
Parking around markets, cultural venues, and recreation areas will be designed based on the projected number of visitors. Mandatory spaces for people with disabilities and comfortable conditions for pedestrians are предусмотрены.
In recreational zones, it is proposed to move parking spaces outside the main areas. Park-and-ride (“intercept”) lots, where drivers can leave their cars and switch to public transport, are also designated as a priority.
