Official monthly allowance set for workers in Uchquduq and Zarafshon

In accordance with legislation, a compensatory monthly allowance has been introduced for employees of budget-funded organizations in certain areas working under unfavorable natural and climatic conditions. This concerns the cities of Uchquduq, Zarafshon, Nurobod, as well as the Zafarobod settlement in Konimex district.
By Resolution No. 206 of the Cabinet of Ministers dated April 8, 2025, the regulation on the procedure for paying allowances to employees of organizations financed from the budget in these areas was approved. The regulation clearly defines the allowance amounts, the procedure for calculating length of service, and the rules for calculating and paying the allowance. It is also noted that certain paragraphs are presented in the wording of Resolution No. 709 dated November 7, 2025.
Who is eligible?
The monthly allowance applies to employees of organizations in the following areas whose wages are paid from budget funds:
- Uchquduq city
- Zarafshon city
- Nurobod city
- Zafarobod settlement, Konimex district
How much will the allowance be?
According to the regulation, the allowance amount is set as a coefficient relative to the position salary (tariff rate), depending on length of service in a budget organization:
- Up to 3 years of service — coefficient 0.25
- From 3 to 5 years — coefficient 0.5
- More than 5 years — coefficient 0.75
Key point: when does the entitlement arise?
The right to receive the monthly allowance in the установленном amount arises from the moment the employee starts working in a budget organization. In other words, the answer to “I just started—when will it be paid?” is clear: from the start of work.
What counts toward length of service?
The length of service that grants entitlement to the allowance includes:
- the period worked in budget organizations in these cities (settlements)
- certain periods when the employee did not actually work, but the workplace (position) was retained in accordance with legislation
How is the allowance calculated and when is it paid?
The allowance is calculated based on the employee’s monthly tariff rate or position salary, for employees whose wages are paid from budget funds. It is also noted that it is paid not only for time actually worked, but also for certain periods when monthly wages were fully or partially retained under the law.
Conclusion: the essence of this change is that the work of budget employees laboring in difficult climatic conditions will be recognized “both on paper and in pay.” The best part is that the allowance increases as service grows—meaning staying and gaining experience in these areas will now be even more beneficial.
