Excessive bureaucratic barriers in entrepreneurship to be abolished

Important new reforms are being launched in our country to further improve the business environment and alleviate the excessive burden on entrepreneurs. The new system presented to the head of state envisages reviewing mandatory requirements and optimizing them based on modern standards.

Systematizing scattered requirements

According to analysis, there are currently about 20 different regulatory documents governing the activities of markets and shopping centers. In them, over 500 requirements are set in a scattered manner, which creates certain difficulties for entrepreneurs.

Within the framework of the new initiative, by bringing these requirements into a single system, there is an opportunity to reduce and simplify at least 30 percent of them.

Digitalization — a guarantee of transparency

To put an end to paperwork, the processes of issuing certificates of compliance with sanitary requirements and forming lists of employees undergoing medical examinations will be fully transferred to an electronic system. This not only saves time but also reduces the human factor and prevents corruption.

International experience: "Guillotine" and "Business Calculator"

Advanced experience from developed countries such as the United Arab Emirates and Singapore will be used to fundamentally reform the sector. In particular, the introduction of the following new mechanisms is planned:

  • "Guillotine" method: Drastic abolition of ineffective and outdated bureaucratic barriers;

  • "One in — one out" principle: If one new requirement is introduced into the system, an equivalent old requirement must be mandatorily abolished;

  • "Business calculator": An opportunity for entrepreneurs to calculate costs and obligations in advance.

Continuous monitoring and analysis

From now on, all mandatory requirements in the field of entrepreneurship will be collected in a special Register of Mandatory Requirements. At the same time, to determine the usefulness of each requirement, their effectiveness will be critically analyzed every 3 years. Rules that do not provide results and only hinder progress will be removed from the system.

These changes will serve to make the Uzbekistan market more attractive not only for local businesspeople but also for foreign investors.
