New minimum balance rule introduced for unaccepted card withdrawals

Starting April 15, 2026, a new regulation will be implemented in the country for automatic withdrawal operations from bank cards that are unaccepted, i.e., without customer consent.

According to the new rules, a minimum non-reducible balance will be set for cards. In accordance with this requirement, each card account must permanently hold funds equivalent to at least 3 times the BHM. This will prevent the card balance from dropping to zero.

Once the new system is in place, automatic payments and debt collection processes will only be carried out within the funds exceeding the established limit. That is, mandatory deductions will not touch the "safe balance" on the card.

For information, unaccepted withdrawals are often used to cover bank loans, installment payments, or other financial obligations. This system ensures automatic debt recovery.

According to the UZCARD system, the new requirements do not apply to card details that have been previously obtained from the customer by the bank and confirmed by OTP.

According to experts, these changes will serve to enhance users' financial security and reduce instances of unexpected full fund withdrawals.
