New Opportunities in the Greenhouse Sector: Support and Tax Incentives

Significant reforms are being implemented in our country to develop greenhouse farms and increase their competitiveness. Currently, there are greenhouses operating on 5,100 hectares across the country, and over the past seven years, the volume of products grown in them has increased from 110,000 to 546,000 tons. This plays a major role in ensuring our nation’s food security.

However, there are also problems in the sector. Entrepreneurs complain about loan burdens, the high price of fertilizers, and insufficient uninterrupted gas supply. For example, greenhouses on more than 600 hectares have stopped operating, and 128 hectares have been transferred to the bank’s balance due to debt. Therefore, the government is introducing measures to support greenhouse farms.

New opportunities and benefits:

  • Greenhouses operating on natural gas and taking on internal market and export obligations will be supplied with gas in guaranteed volumes during the winter season.

  • Greenhouses that operate on coal or other alternative heating systems and have export obligations will also be able to reconnect to natural gas.

  • For working capital support, advance payment for October–March is set at 50%, and contracts must be signed by October 1.

  • The loan term allocated to greenhouses that have switched to alternative heating systems will be extended.

  • Greenhouses using heat pump technologies will be reimbursed up to 20% of expenses, and 4% for loans.

  • From now on, greenhouses, regardless of their category, will pay land tax at the agricultural land rate.

  • Until 2028, the social tax rate for greenhouse workers will be reduced from 12% to 1%.

Additionally, the Tax Committee was instructed to strengthen system-wide analysis and monitoring, to study how effectively reduced gas is used in other sectors, and if added value is low, to redirect gas back to greenhouses. Environmentally, urgent solutions must be found for the negative impact of greenhouses in Tashkent region on air quality.

In his speech, the President emphasized: “Let everyone hear: greenhouses are a matter of food security, a matter of economic security,” and instructed relevant agencies to establish strict sector control.

These new reforms and opportunities will create a strong foundation for the greenhouse business, further stimulating the confidence and activity of entrepreneurs. For every entrepreneur, farmer, and worker in our country, these updates open up great opportunities and mark a new stage.
