The amount of super-contracts in Uzbekistan is determined by university rectors - new decisions and changes

For the 2025/2026 academic year, a system has been implemented whereby the amount of the super-contract will be determined by university rectors. New rules for additional student admissions to higher education institutions have come into effect in Uzbekistan. According to the decision adopted in 2025, the amount of super-contracts for students will be determined by the rectors of higher education institutions. This decision is based on the new statement from the State Admission Commission.

According to the new procedure, applicants who scored 56.7 points or more but were not recommended for admission will be able to participate in additional admissions to the bachelor’s degree programs, with the amount of the super-contract being set by university rectors. This procedure aims to expand the opportunities of higher education institutions and provide equal conditions for applicants.

Two types of differentiated super-contract fees will be in place for determination by rectors:

  1. For applicants who scored less than 4.05 points, the super-contract amount will be set according to the requirements of the Regulation.

  2. For applicants who scored more than 4.05 points, the super-contract amount will be no less than three times the basic contract amount.

The amount of the super-contract for the 2025/2026 academic year will be confirmed by September 25 and announced on the official websites of each university. Additionally, applicants will be allowed to pay 50% of the tuition fee by October 31, 2025, allowing them to continue their education.

Furthermore, applicants who have been recommended for admission based on a state grant or super-contract will have the option to study in their first selected bachelor’s program under a super-contract.

Additionally, state orders for foreign and private higher education institutions operating in Uzbekistan have been approved. Extra grants and paid contract places have been allocated for youth from Karakalpakstan.

This decision will strengthen students' interest in education and help expand opportunities for admission to higher education institutions. The introduction of differentiated super-contract fees and the system for admitting students based on super-contracts is aimed at creating new opportunities for those seeking higher education.
