
In Uzbekistan, people suffering from certain illnesses may be allowed not to wear a seat belt while driving. A draft on this has been put up for discussion by the Ministry of Health of the Republic of Uzbekistan.
The draft lists 18 conditions and illnesses for which wearing a seat belt can pose a health risk or is physically impossible. Drivers and passengers in these categories will be required to obtain a medical certificate, confirmed by a special QR code, exempting them from wearing a seat belt.
This document will allow drivers to avoid fines from traffic control inspectors. The list includes the following conditions:
• fracture of the shoulder and breastbone;
• fracture of the shoulder girdle;
• rib fractures;
• spinal compression fracture;
• chronic obstructive pulmonary disease (stage IV);
• bronchial asthma (stage IV);
• interstitial lung disease;
• partial or complete removal of a lung (left or right);
• chronic heart failure (stage III and decompensation stage);
• grade III obesity (BMI ≥ 40);
• short stature (dwarfism) — under 150 cm;
• neurological diseases restricting arm or shoulder movement;
• severe allergic or dermatological diseases of the chest area (eczema, psoriasis);
• prosthetics or implants in the chest or shoulder area;
• open surgeries on the chest or abdominal cavity;
• presence of a stoma (artificial orifice);
• large tumors in the chest cavity;
• pregnancy.
