
From April 1, 2026, a significant change in the road safety system in Uzbekistan will come into force - now special penalty points will be awarded to drivers for violations recorded by radars and cameras. This is stipulated in a new government decree, which aims to strengthen road discipline and reduce traffic accidents.
According to the new procedure, penalty points can be accrued not only to the driver, but also to the actual user of the vehicle or the person driving it on the basis of a power of attorney.
For this, the vehicle owner must open a personal account in a special information system. Before transferring the right to drive his car to another person, he must enter his data through the system. Then the specified person will have to verify this information through their personal account.
If the driver does not confirm this, the penalty points are awarded directly to the owner of the vehicle. At the same time, if the owner does not have a driver's license, the vehicle will be temporarily placed in a penalty area if it exceeds the 12-point limit.
As is known, the penalty point system for drivers in Uzbekistan was introduced on June 1, 2025. Currently, this system applies only to violations detected manually by traffic police inspectors. The new resolution also covers cases recorded by automatic photo and video systems.
In the existing system, a rating of 0.2 to 2 points is established for a total of about twenty types of violations. For example, speeding up to 20 km/h is 0.5 points, non-compliance with road signs is 1 point, and stopping on a pedestrian crossing is 2 points.
Drivers who score 12 points within a year will be deprived of their driver's license for a period of 6 months to 3 years.
Based on the government decree, it is also planned to develop a special procedure for re-examination of persons deprived of driving rights due to penalty points by the end of 2025. This process is monitored by an automated system.
There is hope that the new system will serve not only to increase discipline, but also to strengthen the sense of responsibility on the road. Because, starting next year, radars will begin to assess not only the speed of drivers, but also their attitude towards the law.
