Sellers who delay delivery of goods will now face heavy fines

Uzbekistan has introduced new legislation to strengthen consumer rights. According to Law No. O‘RQ-1078, adopted on July 31, 2025, if a seller fails to deliver goods on time, they must pay a penalty of 0.5% of the product’s price for each day of delay.

Contracts cannot set this penalty lower than 0.5%. The rule is designed to protect the interests of individual consumers.

In recent years, complaints about delivery delays have risen sharply: 500 cases in 2022, 1,373 in 2023, and 4,213 in 2024. Most complaints involve household appliances, furniture, and cars.

Experts say the new law will increase seller responsibility, promote fair market competition, and ensure effective consumer protection.
