In Uzbekistan, about 290 thousand citizens are included in special preventive lists as persons with a high probability of committing offenses. This was announced by the Deputy Head of the Crime Prevention Service of the Ministry of Internal Affairs, Rakhimjon Nayimov, at a press conference on August 27.
It is reported that the persons on the list are under constant supervision, and those who have embarked on the path of recovery, those who have left for a long-term foreign trip, or those who have died are regularly removed from the list. This process is carried out correctly both legally and socially.
According to current legislation, the list includes previously convicted persons, those who have committed certain administrative offenses, those who have returned from special educational institutions, and citizens whose criminal cases have been terminated but have not been officially rehabilitated. It is also planned to introduce new amendments to the Law "On Crime Prevention." If the new draft law is adopted, the registration categories will be reduced to 4 main groups, and the number of persons on the list will decrease by almost 60 percent.
As the representative of the Ministry of Internal Affairs noted, this list is aimed not at punishing or restricting the rights of citizens, but at providing them with legal, psychological, pedagogical, and social assistance. "This list does not restrict the rights of individuals. On the contrary, problems will be identified, and social adaptation programs will be developed and implemented together with local officials," the ministry official said.
