Liability for the misuse of artificial intelligence has been introduced in Uzbekistan


Against the backdrop of the rapid emergence and development of artificial intelligence technologies into everyday life in Uzbekistan, legislative bodies have taken decisive measures to regulate this field. At the eleventh plenary session of the Senate of the Oliy Majlis, a draft law envisaging important additions and amendments to a number of current legislative documents was reviewed and approved.

The main goal of these changes is to create a legal basis for the use of artificial intelligence systems, particularly to control the processing of citizens’ personal data. Senators participating in the session emphasized not only the steady growth in the use of artificial intelligence technologies in the country in recent years, but also the significant increase in funding for projects associated with this field.

Therefore, there arose a need to further develop technologies and create clear legal boundaries that ensure the protection of citizens’ rights and freedoms. For the first time in the history of the country’s legislation, the adopted law defines the official term “artificial intelligence.”

In addition, the document clearly outlines the main directions of state policy in this area and specifies the powers of the authorized body responsible for control and monitoring. One of the important aspects of the new law is the establishment of general rules and procedures for creating information resources with artificial intelligence and managing various information systems.

Special attention is given to ensuring reliable protection when processing citizens’ personal data based on artificial intelligence algorithms. The draft law introduces liability for citizens and organizations who illegally use artificial intelligence to process or distribute personal data.

Violators face fines of 50 to 100 base calculation units, or in some cases, up to 15 days of administrative arrest. Technical means used in the commission of offenses will also be confiscated.

One of the key new developments is the requirement for mandatory marking of information resources created by artificial intelligence. This will let users know that the content was generated by a machine.

The law strictly states that such resources and systems must not threaten human rights, life, health, freedom, honor, dignity, or other inalienable rights guaranteed by the Constitution. Another important provision of the document is that making decisions affecting citizens’ rights and freedoms based solely on artificial intelligence algorithms is prohibited.

This ensures that final decisions on important issues are made by humans, thus reducing the risk of errors or biased decisions by machines. According to Senate members, the adoption of this law creates a solid legal foundation for the safe and responsible development of artificial intelligence technologies in Uzbekistan.

The new regulations will raise the level of protection for citizens’ data and strengthen public trust in digital services, which are being increasingly implemented in various fields. The law was unanimously approved by the Senate and will enter into force soon.
