Informal sector share in construction reaches 27 percent

The share of the informal sector in the construction industry in Uzbekistan remains significantly high. According to the National Statistics Committee, construction work worth 17.2 trillion soums was carried out by the informal sector in January–March 2026.

This figure has increased by 12.3 percent compared to the same period last year. This means that, alongside formal enterprises, informal participants are also gaining a significant share in the construction market.

Looking at the distribution of construction work by enterprise type, the largest share belongs to small enterprises and micro-firms. They performed 48.1 percent of total construction work.

The informal sector was recorded in second place with a 27 percent share. Large construction organizations accounted for 24.9 percent.

The distribution of construction work is as follows:

  • Small enterprises and micro-firms — 48.1 percent;

  • Informal sector — 27 percent;

  • Large construction organizations — 24.9 percent.

These figures show high activity of small businesses in the construction sector. At the same time, the informal sector's share reaching 27 percent indicates that issues of transparency, accounting, and formalization remain relevant.

In short, the construction market continues to grow, but the informal sector also occupies a significant place. The next main task in this area will be formalizing activities, strengthening tax discipline, and transitioning construction work to a transparent system.
