New mechanism for the use of rainfed and pasture lands established

Systemic reforms to return unused agricultural land in Uzbekistan to economic circulation are entering a new phase. By the President's Decree No. PF-83, a completely new procedure for incentivizing the development of rainfed and pasture land plots has been introduced.
This process is no longer just about land allocation, but is now carried out based on projects grounded in precise scientific and economic calculations.
Planned approach: From programs to projects
Under the new procedure, the Council of Ministers of the Republic of Karakalpakstan and regional governorates will approve special targeted programs for bringing land into use annually.
The primary responsibility lies with the Ministry of Agriculture. Upon the request of local authorities, the Ministry will:
Prepare land management projects;
Develop individual feasibility studies (FS) for each plot;
Coordinate the approval of these documents with relevant ministries and agencies.
What is reflected in the feasibility study?
This document serves as a roadmap for entrepreneurs and investors. It includes the following key information:
Detailed analysis of the land area and soil condition;
Specific measures to be implemented;
Sources of financing and expected expenditures;
Economic efficiency of the project and state support measures.
Transparency and deadlines: Auctions via "E-auksion"
The most important aspect of the new mechanism is that land plots, along with their prepared feasibility studies, are put up for online auction via the “E-auksion” electronic platform. This process ensures the principles of openness and fairness established by law.
Important requirement: A specific deadline is set for entrepreneurs who become land owners. Work to fully bring the land plot into use must be completed within a maximum of two years from the date of land allocation.
These measures serve not only to increase the productivity of rainfed and pasture lands but also to create new jobs in rural areas and strengthen food security.
