Trump's peace plan softened: Kyiv is not required to give up territories

With the aim of putting an end to the war in Ukraine, which is at the center of world attention, high-ranking representatives of the United States of America and Ukraine, on the night of Monday, November 24, at the conclusion of productive consultations held in Geneva, jointly announced the preparation of an updated "framework document."

Sovereignty — a condition

According to the joint statement published on the websites of the White House and the President of Ukraine, the sides made it a condition that full respect for Ukraine's sovereignty must be ensured, as well as stable and just peace. US Secretary of State Marco Rubio stated several hours earlier that the reworked plan of the Trump administration has a large potential for implementation. Rubio, with optimism, emphasized: "We are very optimistic that we will achieve the goal within a very reasonable timeframe."

No obligation to surrender territory

Most importantly, according to reports from dpa and Reuters agencies, due to European proposals, the peace plan signifies a serious softening. Ukraine is not obliged to surrender territories currently under its control to the Russian Federation. Furthermore, de facto recognition of territories occupied by Russia is not foreseen. This is an important change serving the interests of Kyiv.

Original tough conditions

Let us recall that in the first variant of the US 28-point peace plan, presented on November 20, the conditions were quite tough. In it, among other things, Ukraine had to completely withdraw its troops from Donbas, significantly reduce its army, and abandon long-range weapons and plans for NATO membership.

Final stages and the Trump factor

Rubio emphasized that to finalize the document, several more issues need to be resolved, such as the role of the European Union and NATO in regulating the war. At the final stage, formalization of the document at the level of Presidents Donald Trump and Volodymyr Zelensky is required. Rubio, in this regard, did not rule out new negotiations. He added, "Unfortunately, or rather, naturally, the Russians also have the right to speak here." Despite Trump's dissatisfaction with Kyiv's insufficient gratitude before the negotiations, the statement on Zelensky's website specifically emphasized that the Ukrainian delegation once again expressed gratitude personally to President Trump.
